National Workshop on Data Analytics for Türkiye Customs

From 20 to 24 October 2025, the World Customs Organization (WCO), under the WCO BACUDA Project and with the support of CCF Korea, conducted a comprehensive National Workshop on Data Analytics for Türkiye Customs in Ankara, Türkiye. The workshop aimed to support the modernization of Türkiye Customs’ operations and strengthen its analytical and digital capacities through the application of data-driven and AI-assisted techniques. The workshop activities were organized around three main pillars: capacity building, readiness assessment, and roadmap development.

Under the capacity-building pillar, participants were introduced to the fundamentals and benefits of data analytics and explored the use of AI-powered tools to enhance customs efficiency. A central focus of this component was the WCO AI-HS Recommendation System, developed under the BACUDA Project, which predicts Harmonized System (HS) codes from textual product descriptions. Participants also discussed the use of Natural Language Processing (NLP) and image recognition technologies to enhance Türkiye’s Tariff Search Engine (TARA).

The readiness assessment pillar involved the application of the WCO AI/ML Readiness Self-Assessment Tool, through which participants evaluated Türkiye Customs’ institutional preparedness for the integration of advanced analytics and artificial intelligence. The exercise enabled participants to identify key areas requiring further development and capacity enhancement.

In the roadmap development pillar, participants worked collaboratively to define a framework for the future integration of AI into customs operations. The roadmap outlines steps to advance analytical capabilities, promote innovation, and establish a sustainable foundation for technology-driven customs modernization.

The program also featured presentations on Generative AI, computer vision models for image-based classification, and AI ethics and transparency in customs automation. Participants examined real-world applications of data analytics and AI through case studies shared by other WCO Members, gaining valuable insights into the global landscape of customs innovation.

In his closing remarks, Mr. Burak Serkan YAŞAR, Deputy General Manager of Türkiye Customs, expressed appreciation to the WCO and emphasized the importance of investing in data analytics and innovation to enhance customs performance and service delivery.

The WCO reaffirmed its commitment to supporting Türkiye Customs in advancing its data analytics journey, underscoring the importance of collaboration, innovation, and continuous learning in shaping the next generation of customs modernization.
